I'm not sure if someone will read my reply to this post here but I want to say that yes. HIV-positive couple could have a HIV-negative child. It's quite a difficult and stressful for parents and doctors as well. From one side, the doctors don't want to get sick while doing this procedure and from other side HIV people don't want to cause any difficulties to them.
But, it all could be performed with the help of special medical equipment.
As for the procedure, it is used ICSI method, the sperm should be clear by washing, and only after it could be used in order to conceive a woman. But I'm not sure I'm right...

It is possible to conceive via artificial insemination or in vitro fertilization. Utilizing newer techniques of sperm washing combined with potent combination antiretroviral therapy, both methods, artificial insemination and in vitro fertilization, are now reasonably safe. Medical centers that have considerable experience treating HIV/AIDS are usually well equipped to help with situations like this.
